The Tradewinds Solutions Marketplace (TSM) is a digital acquisition platform developed by the Department of Defense Chief Digital and Artificial Intelligence Office (CDAO). It was built specifically to accelerate how the DoD discovers, evaluates, and procures AI, machine learning, digital, and data analytics capabilities. Rather than requiring each government organization to run its own competitive solicitation, TSM does that work once — rigorously and at scale — so that when you find a solution that meets your mission need, you can move directly to contracting.

TSM operates under multiple federal acquisition authorities simultaneously, including Broad Agency Announcement (BAA), Commercial Solutions Opening (CSO), and Other Transaction Authority (OTA). Because the TSM solicitation was written to satisfy the competition requirements of 10 USC 4021, 10 USC 4022, 10 USC 3458, FAR/DFARS Part 35, and DFARS Subpart 212.70, government organizations can award FAR-based contracts or Other Transaction Agreements to any TSM vendor without conducting a separate competition, without a Justification and Approval, and without a sole-source justification. The competition requirements have already been met.
